Declaration  

   We, the Buddhist Sangha delegates from 21 countries who attended the Sixth GeneralConference of the World Buddhist Sangha Council in Penang, Malaysia from Nov. 8 to 12, 1995 on the theme of “Responsibility of Sangha”, have reached consensus and hereby make the following declaration after three days of discussion:

1. The Buddha was born in the world for a great mission, i.e. to educate the human beings and to show the way to their deliverance from misery. We, the Sangha, are committed to follow that path based on his teachings and propagate the Dhamma for the benefit of living beings. No matter we belong to the Southern or Northern Tradition and no matter we practice the Sutric or Tantric Buddhism, to promote the Dhamma and to benefit the sentient beings are, we consider, our sole responsibility.

2. The responsibility of Sangha remains the same even though the time and clime maychange. We, the Sangha should interpret the Dhamma according to the modern requirements of general society. Therefore, we believe that to promote the Sangha education and to train Dhamma preachers are the important responsibility of WBSC. 

3. Buddhism has existed for over 2,500 years and has spread to every corner of the world. In spite of, that some fanatic elements are to be found even in modern world who proclaim that they are the living Buddhas. Therefore, we solemnly declare that these wrong view expressed by certain elements of Buddhist community will not be approved by the WBSC. The Buddha once admonished the disciples that even though they have cultivated the stage of obtaining super-normal power, they should not perform miracles leading to the misunderstanding of the path shown by the Buddha. In this context, we, the WBSC, appeal to the world not to be misled by such modern elements in the name of Buddhism. We, hereby declare that the whole members of the Sangha should adibe by and uphold the authentic teachings of the Buddha for the betterment of mankind.
